ns spotty, at best, years after Saddam's ouster and the country faces
chronic problems with unemployment and private sector growth largely because of daily
violence and rampant corruption.Western companies have so far been wary of significant
investments in a country where violence has recently spiked, and where tensions
are growing between Sunnis and Shiites.During the last two international licensing rounds,
Western majors expressed little appetite, and Baghdad signed contracts with a host
of state-run companies from China, Angola, Algeria and others. Few of those
companies are seen as having the capital or experience of the Exxons
or Shells of the world.Exxon Mobil has not commented on the deal
since it was announced by the Kurds in mid-November. Officials from the
company did not respond to requests for comment. If the deal goes forward,
it would be an enormous vote of confidence for the Kurds' oil

or all, not privileges for the few. And, its about protecting the
rights of individuals, even if it angers the majority. I hope and

Sen. Deb Fischer and state Treasurer Don Stenberg. Members of the state's
congressional delegation, Reps. Lee Terry and Jeff Fortenberry, could also be tapped
to run.Repeatedly named as a potential challenger to keep the seat for
Democrats is former Sen. Bob Kerrey, who
SACRAMENTO, Calif. Rescue firefighters responded to a Southwest Airlines flight in
distress after two tires blew on the runway Tuesday evening, leaving the
jet and its passengers grounded. The left main tires blew at about 6:15
p.m. as Southwest flight 2287 was departing for Seattle, Sacramento International Airport
spokeswoman Laurie Slothower said.Southwest Airlines spokeswoman Katie McDonald said the pilot quickly
aborted the takeoff and emergency crews were called in to hose down
the 737 as a precautionary measure. They later set up a portable
stairway to let the 130 passengers off the plane."I want to stress
that there were no injuries tonight, and the tires never caught on
fire," Slothower said.McDonald said all passengers were being booked onto other flights.Officials
have not determined what caused the blowout and the incident is being
investigated. In the meantime, one of the airport's two runways remains closed.
