n the State Department. The report comes at a time of
heightened concern about both cyber-security and torrents of information
leaks in the U.S. government.According to the audit report, the agency has
statutory responsibility as State's "lead office for information assurance
and security." Its top official, currently William Lay, is known as State's
Chief Information Security Officer (CISO), who reports up to State's Chief
Information Officer, currently Steven C. Taylor.Despite the agency's august
legal status, IRM/IA's staff apparently has no sense of what security functions
their unit is actually required to perform, has failed for years to
update information security manuals used by thousands of other State Department
personnel, and has often left important details about the vulnerability
of State's information systems where they can be accessed by people with
lower-level security classifications.CLICK HERE FOR THE AUDITThe State Department
said in a statement that it was taking the report's findings seriously.Much
of the agency's certification work has apparently been done by outside contractors,
often unsupervised, and often performing duties that are supposed to be
done only by government employees.Neither contractors nor staffers apparently
maintain much documentation about their work, or even about how the contractors
are being paid under a $19 million contract that could swell to
$60 million in outlying years. As the report puts

beyond that military police will handle the job. The slum's surroundings
somewhat ease security concerns, with the waterways acting as natural boundaries
and only two roads 300 meters apart from one another allowing access. With
so many challenges ahead of them, city officials have made clear they
still welcome the visit by Francis, the first pope to come from
the Americas. But they'll also be relieved when they're no longer responsible
for his safety in such complicated terrain."It's all worrisome," said Mayor
Eduardo Paes. "When you think that in Copacabana we're going to have
two New Year's concerts in the same week and then when you
think you can go home and rest but then you have another
New Year's party in Guaratiba, you can imagine this is something that
has demanded a huge effort on our part."

and via social media.Bush said he considers himself an asset to the
party's Hispanic outreach efforts. But he also said the GOP's long-term
strategy cannot simply be running more bilingual candidates."I've been asked
whether knowing Spanish and being Hispanic myself is a positive in getting
Hispanic voters and I don't believe it is," he said. "I think
Hispanics look for a friend, they look for someone who understands, whose
willing to relate, to hear their issues and welcome them to the
party and to their campaigns. That's what we're doing."Bush's campaign style,
though, has been criticized by some as uncomfortable, and his stump speeches
occasionally can sound canned."I'm not running for office to be somebody
but really just to do something. ... This isn't about making a
statement. It's about making a difference," he told about 600 homeowners
and GOP activists who crowded into the clubhouse of a new Frisco
subdivision.Bush has raised $3.3 million since November even though no Democratic
candidate has emerged for land commissioner.A Democrat hasn't won any of
Texas' 29 statewide offices since 1994, the nation's longest streak of single-party
dominance. But Hispanics accounted for two-thirds of Texas' population growth
over the past decade and now make up 35 percent of its
