<font style="color: #FCFCFC">WASHINGTON Builders increased their spending in December for the fifth consecutive
month, offering more evidence of improvement in the battered construction industry. Housing,
nonresidential construction and government projects all showed gains.The Commerce Department says spending
on construction projects rose 1.5 percent in December after a revised 0.4
percent gain in November. That pushed spending to a seasonally adjusted annual
rate of $816.4 billion, the highest level in 20 months.Even with the
gains, spending for all of 2011 was just $787.4 billion. That's 2
percent lower than the previous year and roughly half the level economists
consider healthy. Last year was the worst year on record for single-family
home construction, according to a separate government report previously released.Analysts say it
could be four years before the industry returns to full health.Residential construction
rose 0.8 percent on the strength of single-family homes. Nonresidentia
t includes verifying applicants' identities, work history, address and other personal information,
as well as police checks, fingerprinting and other biometric information such as
iris scans and photographs. The contractors are also required to report individuals
who turn out to be security risks.According to the defense officials, Tundra's
official records had indicated the company had investigated the man involved in
the Frontenac attack as a possible threat but the allegation was unsubstantiated.
And Tundra did not pass that information along to U.S. military authorities
prior to the Frontenac incident.As a result of the attack, the military
issued a request for corrective action -- a formal action taken against
contractors that requires them to submit plans to fix the problems found.
Tundra submitted a plan, which was accepted by the military, and the
case was closed, although the contract will continue to be audited.Since then
the U.S. has directed command
nal loyalty to the GOP for the partys strong anti-communist stances. Many
dissatisfied white voters have drifted to unaffiliated status. Surveys suggest that as
much as one fifth of the Florida Republican electorate is Hispanic.Four years
after Florida sealed the deal for the GOP, the Republican presidential process
returned to a state that is more conservative, worse off economically, less
optimistic and angrier than the one that McCain, Romney and Huckabee found
in 2008.Romney has sharpened his attacks, softened his rhetoric on immigration and
burnished his conservative bona fides and will hope to take McCains former
strongholds but keep some his supporters from when he was running as
the conservative alternative. If can do that, Romney will cruise to victory.If
Gingrich aims to keep this primary close or pull off an upset,
hes going to have to hope that new and rebellious voters will
march for him the way their counterparts did in South Carolina.How Many
