Debian's sudo is compiled with

  --with-exempt=3Dsudo
  --with-secure-path=3D"/usr/local/sbin:/usr/local/bin:/usr/sbin:...

    As a consequence, the PATH of the user is ignored except if the user
    is in group sudo.
