Electronica Festivals 2004
Das Ars Electronica Thema „Timeshift – Die Welt in 25 Jahren“ analysiert
zum 25-jährigen Bestehen des Festivals vergangene, aktuelle und
zukunftsweisende Entwicklungen in Kunst, Technologie und Gesellschaft.
Seit 1998 ist Radio FRO mit Symposien und künstlerischen Beitragen vor
allem zu medien- und technologiepolitischen Fragestellungen aus der
Sicht Freier Medieninitiativen im Ars-Programm vertreten.
Die diesjährige Radio FRO Konferenz setzt unter dem Titel „Collaborative
Broadcasting“ ihren Schwerpunkt auf die Entwicklung und Adaption
medienübergreifender Technologien, die besonders in gesellschaftlichen
und geografischen Randzonen für zusätzliche und oft auch die einzigen
unabhängigen Kommunikationsmöglichkeiten sorgen.
Eine der zentralen Herausforderungen für Freie Medien ist die
Niederschwelligkeit der Zugänge zu den Medien selbst. Die Forderung nach
der Öffnung und Zugänglichkeit medialer Räume geht einher mit den
technlogischen Entwicklungen. Vor dem Hintergrund der zentralen
Zielsetzungen Freier Medien haben sich in den vergangen Jahren nicht die
Forderungen selbst – jene nach Meinungs- und Informationsfreiheit,
Meinungsvielfalt – verändert: Vielmehr sind es die Werkzeuge, die
parallel zu den gesellschaftlichen und technologischen Veränderungen
einem ständigen Wandlungs- und Entwicklungsprozess unterliegen. Freie
Medien entwickeln solche technologischen Innovationen immer im
unmittelbaren Zusammenhang mit den Bedürfnissen derjenigen, die sie
benutzen.
Gleichzeitig ist auch die Existenz zivilgesellschaftlicher Netzwerke und
Kommunikationsangebote immer eine Frage von Zugang und Kontrolle: Neben
den nach wie vor immer wieder auftauchenden Regulierungsbestrebungen im
WWW ist besonders das Frequenzspektrum ein klassisches Feld nationaler
und internationaler Regulierungspolitik. Da wie dort sind unabhängige
Initiativen und NGOs von den Entscheidungen weitgehend ausgeschlossen.
Auf europäischer Ebene ist deshalb die Neuorganisation der europäischen
Frequenzordnung und die möglichen Auswirkungen für Freie
Medieninitiativen eine der medien- und technologiepolitisch wichtigsten
Problemstellungen.
Die Radio FRO Konferenz stellt die Frage nach den Hintergründen und
Konsequenzen dieser Entwicklungen. Experten diskutieren mögliche
Strategien und zukünftige Modelle und Grundlagen für die Entwicklung
alternativer Kommunikationsplattformen.
Neben der Konferenz zeigen Dokumentarfilme zu Modellprojekten Freier
Medieninitiativen die vielfältigen Möglichkeiten übergreifender
Mediennutzung in der Praxis.
Mit „Ars Radio“ liefert Radio FRO ein umfangreiches Sonderprogramm mit
aktuellen Infos und Hintergründen zur Ars Electronica und den
diesjährigen Projekten im Rahmen des Festivals.

Panel A, 10.30 – 12.30: Modelle & Stories: „Die Nutzung technologischer
Tools für Freie Medieninitiativen“
MedienaktivistInnen und -künstlerInnen präsentieren und diskutieren
konkrete Modelle, die sich „alte“ analoge genauso wie „neue“ digitale
Technologien zunutze machen, mit dem Ziel, Kommunikation und mediale
Selbstrepräsentation zu ermöglichen und den allgemeinen, offenen Zugang
zu medialen Plattformen zu erleichtern. Ausgehend von der Entwicklung
und Adaption technologischer Tools durch Community Medien werden
gegenwärtige Formen des politischen Aktivismus, der Einbindung
gesellschaftlicher und sozialer Randzonen sowie grundsätzlich der
Erweiterung der Handlungsfähigkeit von Medieninitiativen diskutiert.

alternative Plattformen und die Möglichkeiten medienübergreifender

ExpertInnen diskutieren die Zukunftsszenarien der
Informationsgesellschaft, ihre Auswirkungen auf die Arbeit Freier Medien
und stellen die Frage nach den künftigen Alternativmodellen für offenen
und plattformen-übergreifenden Informationsaustausch: Der kreative und
innovative Umgang mit technologischen Entwicklungen sichert die
Handlungs- und Überlebensfähigkeit von Community Medien. Welche
Konsequenzen haben etwa der Wechsel von analogem zu digitalem Rundfunk,
die aktuell geplanten Änderungen in der internationalen Frequenzplanung
oder die immer wieder diskutierten zunehmenden Regulierungstendenzen im
World Wide Web? Wie können solche Prozesse, die auf neue Standards und
vor allem neue Reglementierungen hinauslaufen, mitverfolgt und
mitgestaltet werden? Und parallel dazu: Wie können sich weiterhin
alternative und unabhängige Plattformen entwickeln, die die Freiheit des
Meinungs- und Informationsaustauschs gewährleisten und erweitern.

Electronica Festival 2004
This year's Ars Electronica Festival Theme „Timeshift – The World in 25
Years“ - on the occasion of its 25^th anniversary – analyses past as
well as future developments in art, technology and society. Since 1998
Radio FRO has been contributing to the festival with artistic projects
as well as conferences, discussing questions of media policy and
technology from the point of view of free media.
This year's Radio FRO Conference „Collaborative Broadcasting“ focusses
on the development and adaptation of technologies that transcend the
boundaries of individual media, which are creating expanded
possibilities for communication particularly in socially and
geographically marginal zones.
One of the central challenges for Community Media is the low threshold
of access to the medium itself. In order to open up medial spaces for
marginal groups, debates centering on technological developments have
taken on increasing relevance in past years. In light of the mission of
free media, though, it has not been the demands themselves—for freedom
of opinion and information, diversity of opinion, and open access—that
are changing: the change has been in the instruments, which
have—parallel to social and technological revolutions—undergone an
ongoing process of transformation and development. In this context,
however, the technological innovations and adaptations constantly orient
themselves on the concrete needs of those who use them.
At the same time the existence of civil society networking and
communication is always a question of access and control: Alongside
regular discussions on a political level regulations of the WWW and
attempts for a restrictive use are regularly discussed. Likewise, new
digital broadcasting systems will lead to changes in frequency spectrum
and modification within the regulatory frameworks. Experts from
different fields in the media sector discuss the consequences of these
developments as well as the necessity of future alternative models for
community (media) platforms.

Panel A, 10.30 – 12.30 „Models & Stories. Usage of technological tools
for community media initiatives“
Media activists and artists present and discuss actual projects which by
utilising „old“, analog as well as „new“ digital technologies foster
communication and the possibility of self representation and facilitate
open, public access to community media platforms. Based on the
development and adaptation of technological tools by community media the
debate focusses on current forms of political activism, involvement of
socially and geographically marginal zones and the enhancement of the
capacity to act for community media initiatives.

Experts discuss scenarios of the information society, their effects on
community media and pose the question of future alternative models for
open, cross-platform information exchange. Creative and innovative
dealing with technological development is a prerequisite for the future
of community media initiatives. Which are the consequences of the
changeover from analog to digital broadcasting, the currently discussed
changes in international radio frequency planning, or attempts to
regulate the worl wide web? How can these processes, which result new
standards and new regulations, be followed and designed by community
media initiatives? And at the same time: How can alternative and
independant platforms be developed to guarantee and foster the freedom
of speech and of the exchange of information and opinion?
