this is only theoretically the case, in fact, you can call it an act of
propaganda: all of these schools have a computer somewhere with a modem and
a phone-line, but very often there is nobody who maintains the hardware and
who can advise teachers in using it for teaching; there are some
well-publicised cases where grammar schools actually use these systems, but
there are probably more cases in which the computers were given to schools
that really need to repair windows, doors or toilets ...

not all presents are useful, however well-meaning they may be. people need
to be paid to use and maintain the machines ...
