[spectre] Festivals of Digital Arts

Hi Folks, 

since the Festival is the Medium of Digital Arts (so far) and not the Museum/Archive/Library, knowledge on Festivals (existing and historic) is important. 

With other people we worked on this list, but it is still far from being complete. Collectively we could bring this one step forward. 
So please feel free to use it and also add your knowledge on a main infrastructure of our field..
