[spectre] Support Bergen's PISKEL Festival!

Dear Spectrites,

one of Europe's top and immensely unique festivals, PIKSEL in Bergen, 
Norway is slated to lose it's local funding next year! The team there 
has started a petition to counter this, and is asking, beyond a 
petition, for letters of support.
