Digital standards and their impact on freedom of information: Current
consequences and strategies for an independent public sphere

Conference + Presentations + Lectures / Sun 7.9.2003 – Tue 9.9.2003

This year’s Ars Electronica festival theme 'Code – The Language of Our
Time' poses the question of the socially regulative implications of the
digital codes that are omnipresent in modern Information Society and
define the rules by which we communicate in a networked world.

Related Issues as Copyright, Digital Standards and technologies as
'Digital Rights Management' are widely discussed now. Radio FRO’ s
conference focuses on the implications and consequences 'codes' like DRM
have on the free flow of information.

Above all, standards, developed by the music or software industries and
legitimated by lawmakers also raise the question of control and privacy.
Experts discuss the consequences of these developments for freedom of
information and the interplay of technological, economic and political
factors in the context of increasing restrictions in the world of the
Infosphere.

Besides the conference presentations and practical exercises will focus
on technologies and strategies used by media activists. Free Entry: No

Panel on the consequences of current developments for free flow of
information and the interplay of technological, economic and political
factors in the context of increasing restrictions in the world of the
Infosphere.

privacy, copyright and censorship. The Panel will also make a focus on
the independent media scene in Eastern European countries.

Streaming Suitcase'

The Frequencyclock is an open source software system created to manage
streaming audio and video channels. It allows creators and users of
streaming media to organise their files into dynamic channels. Key
features of the system include an inventive customized streaming media
player, which can handle different file types, searchable archives, and

Personalized Streaming Radio Technology’

StreamOnTheFly is about offering a personalized streaming radio
technology with collaborative filtering agents and bandwidth sensitive
streaming. It will demonstrate new ways of management and
personalization technologies for audio content using cutting-edge
middleware and agent technologies.

Mon, 8.9.2003, 15:30 -18:00 / Radio FRO: 'The Cultural Broadcasting
Archive (CBA)'
Host: Ingo Leindecker (AT), Radio FRO
The CBA is a sound- and music archive, which is developed for the
special needs of free radio stations. It is combined with an
automatisation software which can record broadcasts and produce mp3
files automatically.

Konferenz und Workshops von Radio FRO 105,0 MHz im Rahmen der ARS
ELECTRONICA 2003

Das diesjährige Ars Electronica Thema „ Codes – Language of our time“
stellt die Frage nach Rolle und Einfluss digitaler Codes und Standards
auf Kunst und Gesellschaft. Die Radio FRO Konferenz „Towards a Society
of Control?“ setzt einen Schwerpunkt auf die Auswirkungen von „Codes“
AUF den Freien Zugang von Information.

Urheberrecht und Digitale Standards sind auch nach Napster aktuelle
Themen. Der Kampf der Musik- und Softwareindustrie gegen Raubkopien und
den kostenlosen Tausch von Musiktitel wird zunehmend härter. Seit 1.
Juli 2003 ist in Österreich im Zuge der EU-weiten Anpassung ein neues
und in weiten Bereichen auch schärferes Urheberrecht in Kraft. Digitale
Standards wie sie von der Musik- und Softwareindustrie entwickeln und
Gesetzgeber legitimieren werfen aber auch die Frage nach Kontrolle und
Privatsphäre auf: Denn wer die Standards kontrolliert, kontrolliert
vielfach auch die Inhalte.

„Towards a society of Control?“ versteht sich als Plattform für
Initiativen und Protagonisten, die in den verschiedenen Bereichen für
freien und demokratischen Zugang zu Information eintreten. Experten
diskutieren die Auswirkungen von Codes auf die Freiheit der Information
und beleuchten die Zusammenhänge von technologischen, wirtschaftlichen
und politischen Faktoren der immer umfangreicheren Einschränkungen im
globalen Informationshaushalt.

Neben der Konferenz vermitteln Workshops und Präsentationen aktuelle
Tools für Contentaustausch und –Management im Kunst- und Freien
Medienfeld.

Eine Auseinandersetzung mit den Digitalen Standards und ihre
Auswirkungen auf unabhängige Medien und Netzinitiativen. Diskussion über
die Situation in den EU Bietrittsländern

„Frequencyclock“ ist ein Open Source System, das für die Verwaltung von
Audio- und Videokanälen programmiert wurde. Es erlaubt Erzeuger und
Benützer von Streaming Medien die Organisation ihrer Dateien in
dynamischen Programmen. Wichtigste Merkmale der Software sind ein
innovativer Mediaplayer, der die verschiedensten Dateitypen verarbeiten
kann sowie durchsuchbare Archive und statistische Auswertungen in
Echtzeit.

Stadtwerkstatt WS B: „Stream on the Fly – personalized streaming
technology”

Bei StreamOnTheFly handelt sich um eine personalisierte
AudiostreamingTechnologie, die konstruktives Zusammenarbeiten und
Bandbreitenschonendes Streamen ermöglicht. Dieser Workshop demonstriert
eindrucksvoll neue Möglichkeiten von Content Management und bei
Personalisierungstechnologien für Audioinhalte, und bedient sich dabei
aktueller Middleware und Agent Technologien.

Stadtwerkstatt WS C: “The Cultural BroadcastingArchive (CBA)” 15:30 –
18:00
Host: Ingo Leindecker (AT), Radio FRO
Die CBA ist ein Sound- und Musikarchiv, das speziell nach  den
Anforderungen von freien Radios entwickelt wurde. Es ermöglicht die
Archivierung und den unkomplizierten Austausch von Audiodateien auch im
größeren Umfang. Darüber hinaus verfügt es über eine automatisierte
Software, die Übertragungen aufnimmt und sofort in mp3 Dateien
umwandelt.
