“Yes, we are OPEN” 

leads to

“feel FREE to join”

and
“open 123..” - “open everything” was already a subtitle favourite at wos3.
;-)  

Armins “Erste Internationale des Commonismus” makes a hard warming contrast.
But somebody could make a spelling mistake and then somebody else could send
his B52s, at least his public opinion - B52s. 

getting serious - we should find something less neoliberal as “open
everything” and something less dangerous than “commonism” 

something that describes in a few words the general direction of the actual
event.

This could be something like

”a planet of sharing”

or

“towards a culture of freedom”

but there must be a main focus visible, before it makes sense to think
further.

until we find something better, last years title "The future of the digital
commons" is fine.

we should take Armins suggestion serious, and also “Eben Moglen” talk on
wos3 about free software, free content, free hardware, and free spectrum. 
a future is imaginable where none of these can prosper without the others. 

the role of wos4, that I would see, is to enable dialog between the
different concerned communities, to help to create the concepts that make
possible what wsis tries to achieve.

that’s why I see nothing bad, in wos 4 being a forum where experts from
different fields can meet. to see what common goals are there, and what can
be done to work together on different levels.  
(its really one of the great achievements of wos to raise at least some
money, that makes it possible to fly in people from all over the world.)
maybe it would be a good idea to have mixed panels, or find even better ways
to bring people from different areas on one table.   

this does not mean that it should be a event not welcoming non-experts,  as
already stated “feel FREE to join”.  ;-)
to make this possible, it would be a good idea to have well made tutorials,
that enable people to join discussions.
